Supreme Court says RERA framework 'appears to benefit builders' - wake-up call or just a remark?

Saw this making the rounds this week - while hearing a case about Himachal Pradesh's RERA office relocation, a Supreme Court bench remarked that the RERA framework seems to be helping defaulting builders more than it protects homebuyers, and questioned whether the institution is even serving its purpose anymore. The court was clear that this wasn't a direction to abolish RERA, just a sharp observation made during proceedings. Still, as someone who deals with RERA complaints on the consulting side, I've seen how possession-delay cases can drag on for years with very little real consequence for builders. Curious what others here think - has RERA actually been useful for you in getting a resolution, or has it mostly turned into a formality?
